Under a build-operate-transfer concession agreement with the Republic of Cyprus, Hermes Airports is undertaking the second phase of an expansion program to increase capacity, improve operational performance, and enhance the passenger experience at Larnaka International Airport (LCA) and Pafos International Airport (PFO).
Work at LCA comprises the construction of a three-story terminal building extension, including utility plant rooms, a new satellite boarding gate building, new baggage reclaim belts, and enlarged security and passport control areas. The project also encompasses internal terminal reconfiguration, including the delivery of new offices and the expansion of the central retail area. In addition, the program includes the construction of a new platform and extension of the east apron to provide eight remote aircraft stands and dual taxiway operations for Code C aircraft, as well as the modification of the west apron service road to accommodate the new satellite gate building.
The PFO expansion consists of the extension of the eastern terminal with immigration facilities, four new baggage reclaim carousels, and canopy works. Work also includes the expansion of the existing baggage make-up area, the installation of additional self-bag-drop units, the expansion of retail space, the addition of new departure gates and passenger waiting lounges, and the creation of new east and west taxiways.
Upon completion, the program will increase LCA’s capacity to approximately 12.4 million passengers per year and PFO’s capacity to approximately 5 million passengers per year.
In March 2025, the Republic of Cyprus and their concessionaire, Hermes Airports, appointed Hill as independent engineer for the program. As leader of an international consortium, Hill is responsible for reviewing design documents, construction drawings, and quality reports submitted to the program’s Design Review Committee, as well as conducting site observations, certifying completed works, and providing related engineering oversight services. To deliver the planned works on time and in accordance with the concession agreement, Hill has assembled a team of international aviation specialists and local engineering and project controls professionals with a thorough understanding of Cypriot regulations, development requirements, and market conditions.
