Raouf S. Ghali is Hill’s Chief Executive Officer. As CEO, Mr. Ghali oversees Hill’s operations, implements short-and long-term strategic plans, and grows Hill’s businesses in current and new markets. He also acts as the main point-of-contact between GISI’s Advisory Board and the Company’s operations.

Mr. Ghali has been with Hill since 1993, serving in several leadership positions before assuming the CEO title in 2018. He served as President and COO from 2015 to 2018, President of Hill’s Project Management Group (International) from 2005 to 2015, Senior Vice President from 2001 to 2004, and Vice President from 1993 to 2001.

Over the course of his nearly 30-year career, Mr. Ghali has helped to deliver complex, high-profile building projects for clients around the world, including iconic commercial and high-rise developments, defense facilities, and theme parks in the United States, Europe, Asia, and the Middle East. Mr. Ghali is also fluent in five languages.

Mr. Ghali earned a B.S. in Business Administration/Economics and an M.S. in Business Organizational Management from the University of LaVerne.

As Chief Operating Officer, Mark Rynning is responsible for overseeing Hill’s operations around the world. He also drives Hill’s mission, manages company-wide goal setting and performance, and supports recruiting, training, and career advancement efforts.

Prior to joining Hill, Mark spent more than 30 years with Tetra Tech, Inc. where he ultimately led the Resilient, Sustainable Infrastructure (RSI) Division. He holds a Bachelor of Civil Engineering and an MBA from the University of Florida and is a registered Professional Engineer in Florida.

William H. Dengler Jr. is Hill’s Chief Acquisition and Administrative Officer. As CAAO, Dengler identifies strategic acquisition opportunities, supports the negotiation of favorable terms, and supervises the integration with merged companies to ensure a smooth transition and to maximize value formation. In addition, Dengler oversees Hill’s administrative functions and industry-specific practice groups serving clients in the U.S. Federal, Aviation, Rail and Transit, and Resiliency and Disaster Recovery sectors.

Mr. Dengler joined Hill in 2001 and served as General Counsel until 2018, upon which he assumed the role of Hill’s Executive Vice President and Chief Administrative Officer. Mr. Dengler also serves as Corporate Secretary for the company and its subsidiaries worldwide.

Paul is responsible for leading the financial management of Hill International, overseeing banking relationships and credit arrangements; managing cash flow and budgeting; establishing accounting policies, procedures, and internal controls; preparing internal and external financial reports; conducting financial analysis; supervising project accounting; and coordinating external audits.

Paul brings to Hill International two decades of experience in various management and administrative roles, most recently as the Chief Financial Officer in the AEC field. He has a distinguished track record of successful financial leadership in both the construction and engineering industries. He earned his Bachelor of Science in Business Administration and Management at Boston University and has been a Certified Public Accountant since 2008.

As Chief Growth Officer, Juan-Pablo (J.P.) Villamizar leads Hill International’s global growth strategy, with responsibility for strategic planning, key client programs, major pursuits, market sector development, and mergers and acquisitions. He works across all regions and business lines to accelerate growth, strengthen market positioning, improve win rates, and advance Hill’s long-term strategic objectives. J.P. will continue to serve as President of Hill Advisory, leading the firm’s strategic advisory platform focused on commercial strategy, capital program advisory, technology and transformational client initiatives.

J.P. joined Hill in 2019 and has been instrumental in expanding the company’s presence across the transportation, buildings, utilities, and energy sectors. During his tenure, he has led operations across the Americas and Asia, driven enterprise performance improvements, supported organizational transformation initiatives, and helped secure some of Hill’s most important client relationships and strategic opportunities.

Prior to his current role, J.P. led Hill’s operations and growth across the Western United States. He holds a Master of Business Administration from Our Lady of the Lake University and a Bachelor of Business Administration in International Business and Spanish from Stephen F. Austin State University.

As Global Head of Talent Acquisition, Kelli Wade leads the development and implementation of Hill International’s global talent acquisition strategy. She works closely with executive leadership and operational teams worldwide to identify talent needs, strengthen recruiting processes, and enhance the candidate and employee experience in alignment with the company’s growth objectives.

Kelli joined Hill in 2018 and has held positions of increasing responsibility within the company’s talent acquisition team. Most recently, she served as Senior Talent Director for the Americas. During her tenure with Hill, Kelli has led colleagues across the United States, developed strategic workforce planning initiatives, launched the Americas internship program, and partnered closely with leadership to drive organizational growth and talent development.

Elise Greenspan is Hill International’s Chief Legal Counsel and Chief Compliance Officer, responsible for providing expert and legal advice to management, setting internal governance policies, anticipating and managing corporate legal risks, dealing with external parties, meeting legal challenges, and staying aware of how the legislative environment could impact Hill’s business and our employees.

Ms. Greenspan comes to Hill after a long and successful career with AECOM, where she served in roles of increasingly complexity and responsibility for more than 20 years, including Vice President & Assistant General Counsel Litigation; Vice President, Chief Counsel Northeast; Vice President, Assistant General Counsel Global Litigation; and Vice President, Chief Counsel Northeast & Global Transportation. She holds a Juris Doctorate from the Brooklyn Law School and a Bachelor of Arts from the State University of New York, Albany. She is also admitted to the Bar of New York.

Jose Luis Romero Hidalgo is Senior Vice President, General Counsel International and Chief Compliance Officer. Mr. Romero is responsible for reviewing and assisting in bid and tender opportunities, reviewing and negotiating contracts, and litigation management. He is also responsible for assisting with labor issues and handling insurance and risk issues as well as compliance and corporate matters.

Prior to joining Hill, Mr. Romero was Secretary to the Board and Chief Legal Counsel for a Spanish real estate developer, where he managed all corporate legal issues and participated in the design and execution of the firm’s business strategy. Mr. Romero also served as Director of the Legal International Department to one of the largest international contractors in Spain. His experience includes projects developed in North and South America, Europe, Africa and Asia. He holds a bachelor’s in Law at Universidad Autónoma de Madrid and a master’s degree of Science in Management (Sloan Fellows) at the Massachusetts Institute of Technology (MIT).
