In conjunction with the Philadelphia Redevelopment Authority and the Pennsylvania Real Estate Investment Trust, Hill provided construction management services to support the complete renovation of the of the former Gallery Mall to create the new 1.5 million SF Fashion District Philadelphia. The location, which spans from 9th Street to 11th Street and Market Street to Filbert Street, features approximately 125 new stores, offering a combination of luxury retail outlets, moderate brands, artisan food establishments, and entertainment.

Work comprised a major renovation of the exterior facades, entrances, hardscape/landscape, interior common area, vertical transportation, public restrooms and amenities, graphics, and signage. The reconfiguring of elevators and escalators optimizes access and visibility, and new entry points provide access from the street level into the project interior. In addition, the scope included a complete interior renovation of flooring, bulkhead, ceiling, lighting, and railings. 

Hill provided project management oversight and monitoring services during the renovation process, including review of all construction-related documents and monthly site inspections to verify contractor and developer pay applications against work performed in the field. Pay applications were divided into the various funding sources which each require verification on a monthly basis. Those sources include partial funding by local Philadelphia government for Public Access Area Funding, and by the Commonwealth of Pennsylvania using the Redevelopment Assistance Capital Program, the Multimodal Transportation Fund, and the Infrastructure and Facilities Improvement Program.
