District 11 Opal Gardens

District 11 Opal Gardens is a high-end residential development located within Mohammed Bin Rashid City in Dubai. The development features 435 luxury residential units, as well as associated infrastructure, landscaping, and a variety of community amenities, including an artificial lagoon, a clubhouse, security systems, a mosque, a community hub, a playground, a sports court and fitness area, and more. Nakheel Properties delivered the development across two construction packages.

As Nakheel Properties’ representative, Hill provided a variety of project management consultancy services throughout the project. Our scope encompassed program management, commercial structuring, contract administration, project controls, design and change management, document and information control, coordination, risk management, quality assurance, stakeholder management, tracking and reporting, commissioning, and handover services.

At the highest level, Hill helped develop and implement a program governance and risk management approach tailored to real estate construction in Dubai. Our risk management approach facilitated the early and structured identification, assessment, and mitigation of risks, reducing potential cost, schedule, and quality impacts throughout the project’s life cycle. Hill also coordinated between the owner, consultants, contractors, and other stakeholders throughout the project to enable proactive decision-making. On site, we oversaw the delivery of all major construction packages, including concrete, façade and external finishes, MEP systems, internal finishes, hard and soft landscaping, testing and commissioning, permitting, and handover to confirm compliance with the approved budget and schedule, as well as all quality expectations and regulatory requirements.
