
Farooq Ahmad is a Hill Advisory leader with more than 30 years of experience in the aviation, mining, and energy sectors. Based out of Hill’s Irvine, CA, office, Farooq leverages his expertise in program controls, capital planning, data strategy, teaming, and risk management to help Hill’s advisory clients achieve their goals. In recognition of his strategic leadership and commitment to client success, Farooq was recently promoted to Vice President – Program Management and Controls. In this role, he will drive business development, contribute to strategic planning, build and empower high-performing teams, and oversee project performance.
“Across the industry, owners are contending with tighter budgets, evolving compliance requirements, and pressure to accelerate delivery without compromising quality,” says Farooq. “Many also face workforce gaps and the challenge of modernizing legacy systems. At Hill Advisory, we promote program delivery excellence despite these headwinds.”
In his new role, Farooq intends to refine Hill Advisory’s program controls practices in alignment with our clients’ priorities and industry trends. “Hill’s advisory professionals have already developed a robust, data-driven program controls approach,” he adds. “Our teams tailor solutions to complex scopes so owners can make confident decisions based on accurate and timely data tied to key performance indicators. We have honed this approach for years. My goal is to promote continuous improvement by making certain that we’re capturing what matters to our clients today, such as workforce evolution, predictive analytics, and environmental, social, and governance frameworks, and incorporating those factors into every dashboard and every discussion.”
Additionally, Farooq aims to facilitate client access to Hill International’s broader resources and capabilities. He points to Hill’s project management oversight (PMO) governance framework, which supports strategic decision-making in alignment with organizational goals, and Hill University, a global knowledge base that fosters continuous learning and innovation across teams.
“I also want to connect our advisory clients with the people throughout our organization,” he adds. “My colleagues at Hill Advisory, throughout Hill International, and at our GISI Consulting Group sister companies are outstanding professionals with deep expertise encompassing every conceivable architectural, engineering, and construction discipline. They are committed to their clients and their communities and have the collective experience to add value across the entire project life cycle. They are without a doubt our most valuable asset. Connecting owners to the right teams and creating environments where those teams can thrive is central to my work.”
Specifically, as Hill Advisory’s global footprint continues to expand across markets, Farooq is focused on developing teams with diverse experience and capabilities. He sees this as imperative for delivering long-term value in today’s market. “Both public and private owners are investing in programs spanning multiple sectors,” Farooq says. “They require integrated teams with the tools and interdisciplinary insight that can add value across their portfolios.
