Services Project Management
On behalf of state-owned real estate developer Nakheel Properties, Hill International provided project management services for the iconic Palm Jumeirah. Located just off the coast of Dubai, Palm Jumeirah is an artificial island in the shape of a date palm tree. Its “trunk” features apartment buildings and hotels, as well as entertainment, retail, and dining facilities. The “fronds” include luxury single-family homes with private beaches. Doubling as a breakwater, the outer crescent island has additional hotels, restaurants, shops, and entertainment facilities. Palm Jumeirah also features the Middle East’s first monorail system, a road network including underwater tunnels connecting to the outer crescent, parks and landscaping, marinas, and other infrastructure to provide convenience, comfort, and one-of-a-kind experiences for the island’s tens of thousands of permanent residents and millions of annual tourists.
For land reclamation, Hill managed the design process and provided tracking and reporting services to help ensure schedule and budget performance met Nakheel’s expectations. We were also responsible for preparing terms of reference for facility and structure design, marina design, environmental and oceanographic testing and modeling, and other specialist consulting services.
Following land reclamation and vibro-compaction of the sand, Hill managed the design, procurement, and construction of villas on the fronds, as well as many of the island’s other buildings and amenities and multiple infrastructure packages. Construction required more than 30,000 workers employed by over 120 contractors, and Hill helped procure resources from outside the country due to a shortage in the local market. We also mobilized a large staff of field supervisors from around the world to monitor construction activities and help ensure the completion of the works as planned. In addition, the Hill team provided value engineering, design management, constructability reviews, life-cycle analysis, document control, inspection, contract management, claims management, and other as-needed services to help achieve our client’s project objectives.
In 2005, the Construction Management Association of America (CMAA) recognized Palm Jumeirah as the International Project of the Year.
