For this ongoing MTAP contract with the FRA, Hill oversees federally funded transit agency projects in the FRA’s grant and loan programs. Hill serves as an extension of FRA staff, applying proven management oversight methods and techniques to help grantees bring their projects to start-up. The overall goal of the program is to help grantee projects be safe, compliant, and successful. Hill supports this goal by working with the FRA and the grantee to clearly and completely understand task order direction, goals, scope of work, interests, issues and challenges, and develop solutions for consideration. In particular, Hill emphasizes risk identification and risk management on all assignments, applying the lessons learned from similar rail project management oversight, project, and construction management projects.
