Mike Smith

Michael B. Smith

Regional President, Americas

Michael B. Smith is Hill International’s President, Americas, overseeing Hill’s Northeast, Mid-Atlantic, Southeast, Western, and Latin America and Caribbean Regions. Mr. Smith has more than 35 years of experience in program and project management for major engineering and construction projects. His areas of expertise include program and project management, project controls, project planning, cost control, estimating, scheduling, forecasting, and construction claims analysis for public, federal government, and private projects.

Mr. Smith has worked with Hill since 1997, leading organizations and teams of various types and sizes to achieve results through strong teamwork, continual process improvement, and innovative solutions. As President of the Americas, Mr. Smith is responsible for all operational functions, management, and business development for Hill Americas.

Mr. Smith holds a Certificate, Management Practice for Engineering/ Technical Professionals, from the University of California, Irvine and is a member of the Construction Management Association of Americas (CMAA), AACE International, the Project Management Institute, and the Women’s Transportation Seminar.

05 Abdo E. Kardous

Abdo E. Kardous

Regional President, Middle East

Abdo Kardous is Hill’s Regional President, Middle East. Mr. Kardous has 30 years of experience in the design, procurement, construction, and delivery of major projects, covering a wide spectrum of building, energy, infrastructure, and marine projects around the world, many involving multi-cultural environments.

Mr. Kardous joined Hill l in 1997 and was instrumental in growing the operations of the firm across the Gulf Cooperation Council (GCC), with oversight responsibility for more than 400 professional staff and 30 major projects. Mr. Kardous has recently been assigned to head the project management operations in the Asia/Pacific region as well as the Middle East and is involved in hospitality, leisure, real estate, and infrastructure projects in India, Singapore, and other countries across South Asia.

Prior to joining Hill, Mr. Kardous was the Real Estate Development Manager for a $2 billion property company responsible for the reconstruction of the Beirut City Centre. Mr. Kardous started his professional career in 1982 with a leading Architectural/Engineering practice in the Middle East, generating a project portfolio covering work in Asia and Africa.

Mr. Kardous is a member of both the American Society of Civil Engineers and the Institute of Transportation Engineers. He earned a B.S., Magna Cum Laude, in Civil Engineering from the University of Maryland and an M.S. in Civil Engineering from the University of California, Berkeley. Mr. Kardous was awarded Hill International’s Project Manager of the Year award in 2001.

06 Waleed Abdel Fattah

Waleed Abdel Fattah

Senior Vice President and Managing Director, Africa

Waleed Abdel-Fattah is Senior Vice President and Managing Director of Hill’s Africa Region. He has more than 20 years of experience in the construction and management of complex capital projects.

Mr. Abdel-Fattah’s project experience includes airports, hotels and resorts, office buildings, residential developments, retail facilities, civil, and infrastructure projects. Mr. Abdel-Fattah manages projects that facilitate business investment and job creation and maintains strong relationships with business clients and the commercial development community.

Mr. Abdel-Fattah holds a B.S. in Civil Engineering from Ain Shams University in Egypt.

07 John Milano PE

John Milano

Senior Vice President and Managing Director, Europe

John Milano, Senior Vice President and Managing Director, Europe, is responsible for managing Hill’s operations, performance, and profitability in Europe. Mr. Milano has more than 30 years of experience in the construction industry with roles in construction management, engineering, business development, and general contracting. Mr. Milano specializes in the transportation, cultural, education, and commercial sectors and is adept with multiple project delivery methods. Prior to joining Hill, Mr. Milano was the New York Territory Manager for a multinational Engineering/Construction firm and the New York Operations Manager for a national construction management firm.

Mr. Milano earned a B.S. in Civil Engineering from Polytechnic University of New York and an M.S. in Public Administration from Bernard M. Baruch College.

08 Steve Morris

Steven M. Morris

AIA, ASCE, AAAE, ACI, Senior Vice President and Aviation Section Leader

Steven B. Morris is Hill’s Aviation Sector Leader. He has more than 30 years of experience in practice building and management, business development, professional consulting, program and construction management, strategic and sustainable planning-design-engineering management, client and government relations, operations management, project finance and due diligence, project assessment and management, and project controls for aviation programs. 

Mr. Morris has served as Global Vice President Aviation at Jacobs Engineering, and, prior to joining Jacobs, was President and CEO of Morris Airport Consulting, Inc. Mr. Morris has also been a Corporate Officer and Senior Vice President for several other global design and management firms, and has helped to deliver more than $400 billion in aviation projects around the world. He holds a B.S. from the University of Texas in Architecture/Engineering and is a member of the American Institute of Architects, the American Association of Airport Executives, and the Airports Council International.

Luis Lugo

Luis Lugo Jr.

Senior Vice President, Business Development Americas

Luis Lugo Jr. has more than 30 years of experience in program, project, and construction management as well as operations and maintenance. As Hill’s Senior Vice President, Business Development Americas, Lugo works with Hill’s regional leaders and sales teams to expand Hill’s customer base, identify and secure opportunities, and develop the company’s business development goals and strategy for Hill’s work in the U.S. and Latin America.

Prior to his current role, Lugo served as Hill International’s Senior Vice President and Regional Manager for the Southeast U.S. & Latin America, as Senior Vice President responsible for managing Hill’s Claims Consulting Services practice in the Northeastern U.S., and as President/Chief Operations Officer of PACO Group, Inc., an engineering consulting firm headquartered in New York City with offices in Florida and Colombia. His experience also includes positions as Vice President of Business Development for Hill International’s Northeast Region. Before joining the construction consulting industry, Lugo spent 20 years with the U.S. Army as an Infantry Officer with assignments worldwide.

Lugo holds a Master of Arts in Business and Organizational Development from the University of Phoenix in Arizona and a Bachelor of Science from the State University of New York at Albany. In addition to serving on the DRCA Board, he is an active member of several industry organizations, including the Conference of Minority Transportation Officials, the National Transportation Diversity Council, the American Public Transportation Association, and the Construction Management Association of America.

Chuck Levergood

Chuck Levergood

PE, Senior Vice President, Major Pursuits and Corporate Clients

J. Charles “Chuck” Levergood has more than three decades of experience in strategic business development, marketing and sales, consulting services, and construction management for multi-billion-dollar pursuits. Chuck provides expertise on projects across multiple industry sectors, including transportation, aviation, health care, industrial, educational, government, and mixed-use facilities. He specializes in leading global business development and sales initiatives, and works closely with company executives to expand the customer base; achieve optimal sales and client satisfaction; and mentor, coach, and train other professionals in best practices for marketing and sales.

Chuck holds a Master of Science in Geotechnical Engineering from Purdue University and a Bachelor of Science in Civil Engineering from Bucknell University, and earned his Professional Engineering license in 1989. In addition, Chuck has served as board member for such notable organizations as the Construction Management Association of America (CMAA) both regionally and nationally and the Architecture, Construction and Engineering (ACE) Mentoring Program.
