Negotiating Success: Hill Contract Administrator Christine Prettyman
Former Exposition Metro Line Construction Authority CEO William Reagan, PE, has joined Hill International, Inc. as Vice President. Located in Hill’s Irvine, CA, office, Mr. Reagan will serve as the firm’s Director of Construction for Phase 2B of the Foothill Gold Line, where he will provide support in the program and construction management services to the Foothill Gold Line Construction Authority (Authority).
Phase 2B of the design-build extension to the Foothill Gold Line Light Rail Train runs approximately 12.3 miles east from the City of Glendora to the City of Montclair. In addition to developing a program and work plan to provide the Authority with capable and experienced staff, Hill’s team is responsible for design management, design-build delivery procurement, information management, and program controls. Phase 2B is due to be completed in 2026.

Mr. Reagan has more than 30 years of transportation experience and specializes in project management, project controls, program funding, and oversight. His projects include all aspects of transit design, transit systems integration, and highway and traffic design and operations, as well as construction management, private development interfaces, and third party coordination.
As CEO of the Exposition Metro Line Construction Authority, Mr. Reagan managed an annual budget of more than $100 million and oversaw all aspects of the completion and closeout of the $1.5 billion Exposition Light Rail, which opened to the public in May 2016. He also spent more than two decades with Caltrans, District 7, progressing in responsibility to Deputy District Director of Design. In this role, he oversaw nearly 500 engineers, architects, land surveyors, and consultants, and was responsible for the planning and design development of all transportation projects in Los Angeles and Ventura counties. The District delivered approximately $600 million in projects to construction annually under Mr. Reagan’s guidance.
A registered professional engineer in California, Mr. Reagan earned his Bachelor’s Degree in Civil Engineering from California State Polytechnic University.
