Infrastructure expert Carlos Gómez joined Hill International, Inc. in January 2019 as Mexico City’s Infrastructure Business Development Manager. Mr. Gómez is responsible to improve the company’s competitive advantage, identify new opportunities, and expand Hill’s business in the infrastructure market throughout Mexico, by capitalizing on his vast network within the industry.

Mr. Gómez has more than a decade of experience in the construction industry, delivering and supporting various infrastructure investment and business development projects. Mr. Gómez’s wide range of expertise includes the renewable energy, transportation, and government sectors, with projects involving local and multi-cultural regulations, planning, project controls, and troubled project turnaround. He has served such clients as ENGIE, Enel Green Power, Obrascón Huarte Lain, and CEMEX, among others. Mr. Gómez’s experience includes acting as Project Director, Concessions Director, and Project Manager.
Mr. Gómez’s notable work includes his role as Concessions Director for the $500 million Elevated Highway Project in Mexico City. He was responsible for all project development and permitting throughout the duration of the project, and verified all technical, social, environmental, and government requirements were met. The 7-mile-long Autopista Urbana Norte was the first elevated road in Mexico and the first environmental project to merge with infrastructure, with 1,500 new trees planted along the reconstructed highway. With typical commutes lasting two-to-three hours, the project helped relieve traffic congestions and cut travel times in half.
Mr. Gómez’s project success led to his participation in other critical infrastructure modernization opportunities in Mexico. With more than 35% of the country’s population living in Mexico City, there is a constant need to revamp and modernize the infrastructure. Mr. Gómez will identify these opportunities and apply his proven best practices and lessons learned, taking positive steps to expand Hill’s services in the region.
Mr. Gómez earned his Bachelor’s Degree in Civil Engineering from the Universidad La Salle with concentrations in Business Management D-1 from IPADE and International Management from Stanford-INSEAD-ITESM.
