Hill is providing program management, construction management, and project management services to the Metro Gold Line Foothill Extension Construction Authority for Phases 2A and 2B of the Pasadena-to-Montclair light rail extension. 

Phase 2A delivered an 11.5 mile segment connecting Pasadena to Azusa. Work encompassed three design-build contracts and involved bridges, stations, maintenance and operations facilities, trackwork, at-grade crossings, grade separations, and other enhancements. Phase 2A was completed on time and within budget. Hill’s scope included design and planning support, procurement, stakeholder coordination, quality oversight, estimating, project controls, and document control, among other services. 

To manage Phase 2A, Hill developed an approach to build the extension based on the practices and methods employed on the successful Los Angeles-to-Pasadena project, which was also a design-build undertaking. Hill’s cost-effective program and work plan provided the Authority with capable and experienced staff that integrated seamlessly with the Authority’s team and provided design management, planning and environmental management, construction management, procurement, quality oversight, administrative and document control, estimating, and program control. 

The Gold Line Bridge component of the project was the first contract awarded and the first completed element of the extension. The bridge connects the Sierra Madre Villa Station in Pasadena and the Arcadia Station. To deliver the bridge successfully, the Hill team implemented a plan focused on clear communication, responsiveness to project issues, teamwork, and fairness. 

The second Phase 2A contract awarded included the final design and construction of the track and a maintenance and operation facility. Hill managed the design and construction of this 24-acre light rail vehicle Maintenance and Operations Facility in Monrovia. The facility provides storage track for 84 light rail vehicles, a 9,000 SF automated car wash, a 5,000 SF car cleaning platform, a 10,000 SF materials storage warehouse, a 2,500 SF track maintenance and cleaning storage building, and a 15,000 SF track maintenance equipment storage canopy. 

The final contract awarded on the Phase 2A extension was for the design and construction of parking facilities for the future stations and enhancements at and around the stations. Hill managed the design and construction of five parking facilities, interfacing with cities, LA Metro, utilities, and the builder. 

Hill is currently supporting Phase 2B, which extends the Foothill Gold Line 12.3 miles from Glendora to Montclair, adding 6 stations. The Hill team provided oversight and review of the planning work and preparation of the draft Environmental Impact Report. Following this phase, Hill helped select an A/E consultant to support the development of the Advanced Conceptual Engineering for the project as well as environmental reviews. The Hill team is refining the engineering plans including the alignment, cross sections, stations, and parking locations and preparing the utility composite plans. In addition, Hill resources have been helping coordinate with third parties, estimating, scheduling, and phasing.

The Gold Line Extension has won multiple awards, including the Outstanding Rail Project of the Year Award from ASCE, the Project Achievement Award for Infrastructure Projects with Constructed Value Less Than $25 Million from CMAA for the Gold Line Bridge, and Best Projects Award – Highways/Bridges (Southern California) from ENR California.
