From the 17.5-acre Arlington Operations Center, Snohomish County Road Maintenance District 1 and Snohomish County Fleet Maintenance staff conduct emergency operations and maintain the County fleet and equipment, as well as roads and bridges throughout the northern section of the county. Snohomish County is undertaking the Arlington Operations Center Redevelopment project to address current and long-term maintenance needs and help ensure continuity of mission-critical operations in case of disaster.
The scope includes the delivery of a new 15,000 SF mass-timber administrative building, new stormwater infrastructure, site security and utility upgrades, additional material storage space, new parking facilities, site circulation improvements, as well as the remediation of contaminated soil. The new administrative building reached full occupancy in August 2026. The entire project is expected to reach final completion in 2027.
With a variety of sustainable features, including geothermal heating/cooling and solar panels, the project is expected meet the requirements for LEED Gold certification—a first for a Snohomish County project. The redevelopment also represents Snohomish County’s first ever use of the progressive design-build (PDB) delivery method, which has helped the team drive innovation and realize scheduling and cost efficiencies. Additionally, Snohomish County’s project team has executed all work while maintaining 24/7 operations at the mission-critical facility.
Hill is providing owner’s representation, project management, and construction management services for the redevelopment project. Hill also supports Snohomish County in the implementation of the project’s PDB program. This has included assisting the County in obtaining approval from the Washington State Project Review Committee to use the delivery method and training Snohomish County staff on PDB methods and best practices. Additionally, Hill managed the procurement of a PDB team by developing procurement/contract documents and helping the County evaluate bids. Our responsibilities also include design coordination, permitting support, schedule and budget management, quality assurance/quality control, tracking and reporting, and closeout services. Notably, Hill negotiated the commissioning scope with the commissioning agent and facilitated early discussions with the project’s LEED consultant to help ensure the commissioning and design scopes were aligned at the outset of the project, promoting high-quality construction, a smooth handover to operations, and the achievement of the target LEED score. Hill has also coordinated with Snohomish County Road Maintenance District 1 and Snohomish County Fleet Maintenance staff and monitored noise, vibration, and dust levels to facilitate continued operations at the site throughout construction.
