Hill provided a labor and cost analysis and a report on the feasibility and appropriateness of utilizing a Project Labor Agreement (PLA) for the reconstruction and widening of the Driscoll Bridge. Hill was selected primarily because of its experience and participation in similar studies with negotiations, drafting, execution, administration and legal defense of PLAs on more than 20 public capital construction projects. Following its analysis and report, Hill then performed construction management services for the duration of the project.
