Hill is providing program management support to the Sacramento Regional County Sanitation District (SRCSD) for their 9-year, $2 billion EchoWater Advanced Water Treatment Program to upgrade and build new wastewater treatment facilities. SRCSD provides regional wastewater conveyance and treatment services to residential, commercial, and industrial customers throughout Sacramento, West Sacramento, Elk Grove, Folsom, Rancho Cordova, and Citrus Heights, treating an estimated 150 million MGD of wastewater. 

The program involves the modification of a wastewater treatment plant to meet new National Pollutant Discharge Elimination System permit requirements. Divided into 15 projects of various sizes and durations, construction is occurring during plant operations. The oversight, collaboration, and transparency required for this program demanded a comprehensive solution to tracking costs. Hill developed a system that is quick to deploy, easy to use, and provides instant visibility through effective dashboard reporting.

Hill’s services include program management, project controls, estimating, and construction management services. Our professionals are overseeing modifications and upgrades for the District’s wastewater treatment plant in Elk Grove, CA, to meet new federal, state, and regional wastewater treatment requirements, per the Regional Water Quality Control Board program. Services in Phase 1 include program management, project master scheduling, and project controls. 

Phase 2 consists of construction management, resident engineering, project controls, PMWeb document control system implementation, safety compliance, cost-estimating, quality assurance inspections, and resident engineering.
