OTIC’s Third Lane Widening program involves construction of a third lane for 160 miles of the turnpike, from Toledo to Youngstown. Hill provided project management for 48 separate contracts covering 140 miles. During the design and construction phases, Hill employees’ management responsibilities included: alternate concepts analysis, constructability reviews, project scheduling, estimating, cost monitoring, document control, contract packaging, construction inspection, claims avoidance, safety monitoring, and serving as the OTIC’s liaison between the design consultants, construction contractors, other government agencies, and the public.
