Hill has been selected by the client to provide lender’s technical advisory (LTA) services in the context of the implementation of an irrigation project in Northeastern Greece, the “Transmission and Distribution of Water from the Nestos River to the Plain of Xanthi for Irrigation Purposes,” which is being delivered through a public-private partnership (PPP). The PPP agreement encompasses the design, financing, construction, and operation of the project with a duration of twenty-five years.
The project consists of two sub-projects. The first is “Sub-project 1, Head-works A0,” which includes the construction of infrastructure for the abstraction and transmission of water from the Nestos River to the Eastern Plain of Xanthi for the service of its irrigation needs via open channel aqueduct. The second is “Sub-project 2, A2 pipeline,” which includes the construction of local distribution infrastructure (pipeline, water tanks, and associated pumping stations) and end-user irrigation piping in area A2, which is one of the five areas into which the plain of Xanthi has been divided and which includes irrigated areas of approximately 56,000,000 SM. The project will feature smart irrigation systems, including telemetry and remote-control systems, electronic devices for measuring irrigation through wireless online and real-time communications, meteorological stations, and systems for monitoring water quality.
Hill, in our role as technical advisor to the lenders, reviews capital and operating costs and assesses the associated technical and construction risks from the pre-signing stage of the PPP agreement through the development and construction period, while systematically monitoring the progress of construction work until project completion. At the same time, we evaluate the project’s performance throughout its entire life cycle, review routine and major maintenance schedules, and provide additional technical services during the operational period.
