ELCEN is undertaking modernization projects at the CTE Grozăvești and CTE Progresu combined heat and power (CHP) plants in Bucharest. The projects will deliver new high-efficiency cogeneration units to improve the performance and reliability of the city’s energy and district heating infrastructure. Funded through the European Commission’s Modernization Fund, the initiatives support Romania’s transition to more energy-efficient systems and contribute to the European Union’s overall climate objectives in accordance with the European Green Deal.

The CTE Grozăvești project includes the development of a cogeneration unit with a capacity of 32.5 megawatts electrical (MWe) and 41 megawatts thermal (MWt) at one of the oldest energy facilities in the country. At CTE Progresu, located in southern Bucharest, ELCEN is implementing a new cogeneration unit with a capacity of 72.4 MWe and 72.8 MWt. Both projects incorporate hydrogen-ready technologies, which will facilitate future integration of green hydrogen into the plants’ fuel mix and further support Romania’s long-term emission reduction goals.

ELCEN selected Hill to provide owner’s engineering services for the projects. In this role, Hill is providing technical oversight, project management support, and other engineering consultancy services to confirm compliance with regulatory requirements and help ensure on-time, on-budget delivery.
