Hill provided consulting services to the World Bank for this program, which included developing an overall assessment of Afghanistan’s supply and demand profiles for its oil and gas markets; performing a pre-investment study for the rehabilitation of the country’s gas processing facilities and infrastructure; evaluating the economic viability of constructing an oil refinery in Northern Afghanistan; performing an analysis of gas utilization requirements for Kabul and the surrounding region; performing a technical and financial feasibility study as well as a conceptual design for the construction of a gas pipeline from Northern Afghanistan to Kabul.
