Raouf S. Ghali is Hill’s Chief Executive Officer. As CEO, Mr. Ghali oversees Hill’s operations, implements short-and long-term strategic plans, and grows Hill’s businesses in current and new markets. He also acts as the main point-of-contact between GISI’s Advisory Board and the Company’s operations.

Mr. Ghali has been with Hill since 1993, serving in several leadership positions before assuming the CEO title in 2018. He served as President and COO from 2015 to 2018, President of Hill’s Project Management Group (International) from 2005 to 2015, Senior Vice President from 2001 to 2004, and Vice President from 1993 to 2001.

Over the course of his nearly 30-year career, Mr. Ghali has helped to deliver complex, high-profile building projects for clients around the world, including iconic commercial and high-rise developments, defense facilities, and theme parks in the United States, Europe, Asia, and the Middle East. Mr. Ghali is also fluent in five languages.

Mr. Ghali earned a B.S. in Business Administration/Economics and an M.S. in Business Organizational Management from the University of LaVerne.

As Chief Operating Officer, Mark Rynning is responsible for overseeing Hill’s operations around the world. He also drives Hill’s mission, manages company-wide goal setting and performance, and supports recruiting, training, and career advancement efforts.

Prior to joining Hill, Mark spent more than 30 years with Tetra Tech, Inc. where he ultimately led the Resilient, Sustainable Infrastructure (RSI) Division. He holds a Bachelor of Civil Engineering and an MBA from the University of Florida and is a registered Professional Engineer in Florida.

William H. Dengler Jr. is Hill’s Chief Acquisition and Administrative Officer. As CAAO, Dengler identifies strategic acquisition opportunities, supports the negotiation of favorable terms, and supervises the integration with merged companies to ensure a smooth transition and to maximize value formation. In addition, Dengler oversees Hill’s administrative functions and industry-specific practice groups serving clients in the U.S. Federal, Aviation, Rail and Transit, and Resiliency and Disaster Recovery sectors.

Mr. Dengler joined Hill in 2001 and served as General Counsel until 2018, upon which he assumed the role of Hill’s Executive Vice President and Chief Administrative Officer. Mr. Dengler also serves as Corporate Secretary for the company and its subsidiaries worldwide.

Elise Greenspan is Hill International’s Chief Legal Counsel and Chief Compliance Officer, responsible for providing expert and legal advice to management, setting internal governance policies, anticipating and managing corporate legal risks, dealing with external parties, meeting legal challenges, and staying aware of how the legislative environment could impact Hill’s business and our employees.

Ms. Greenspan comes to Hill after a long and successful career with AECOM, where she served in roles of increasingly complexity and responsibility for more than 20 years, including Vice President & Assistant General Counsel Litigation; Vice President, Chief Counsel Northeast; Vice President, Assistant General Counsel Global Litigation; and Vice President, Chief Counsel Northeast & Global Transportation. She holds a Juris Doctorate from the Brooklyn Law School and a Bachelor of Arts from the State University of New York, Albany. She is also admitted to the Bar of New York.

Jason Thacker is Hill’s Chief Financial Officer and GISI’s Senior Vice President, Global Finance. With Hill, he is responsible for the company’s financial oversight, reporting, and management. He also works with Hill’s C-suite to help establish and execute Hill’s strategy for profitable growth. Over the course of his 15-plus years of experience, Thacker has led finance, accounting, contract management, and operations teams in the commercial energy, environmental, and engineering sectors, driving margin improvement and leading acquisition due diligence and integration. Most recently, Thacker served as Vice President of Finance & Accounting with Tetra Tech, Inc., overseeing financial reporting and management within the company’s Commercial and International Group.

A Certified Public Accountant, Thacker holds a Master of Science in Accounting from Old Dominion University.

Brian is a seasoned executive with nearly three decades of progressive management experience in the AEC sector, during which he has implemented a strategy of client development, diversification, and profitable growth. He possesses a deep knowledge of the infrastructure industry complemented with hands on-experience in the water, transportation, energy, natural resources, and environmental sectors serving public, private, and federal sector clients.

Brian’s technical experience spans a wide range of projects including planning, design, engineering, program management, and construction management activities involving capital facilities of over ten billion dollars. He is a licensed Professional Engineer in California and has been elected or appointed to the role of President, Chair, or Vice Chair for over a half-dozen different industry associations. This provides him with unique knowledge of regulatory and policy issues that clients are facing and detailed insights into the latest industry trends.

Aileen R. Schwartz is Senior Vice President, General Counsel, Americas and Chief Privacy Officer. Her responsibilities include contract and lease review and negotiation, litigation management, mergers and acquisitions, advising on employment law, human resource investigations, implementation and compliance worldwide with privacy laws, and response and prevention to cybersecurity breaches.

Prior to joining Hill, Ms. Schwartz was General Counsel to The Quaker Group, a privately owned company that specialized in real estate development and construction. She also served as President of Quaker Construction, Inc., Human Resource Coordinator, and Corporate Secretary to The Quaker Group. Ms. Schwartz is a generalist and has extensive experience within a wide variety of areas, including corporate, litigation, contracts, insurance, employment, privacy, mergers and acquisitions, and real estate and construction law.

Ms. Schwartz earned a B.A. in Fine Arts and English from The University of Pennsylvania, College of Arts and Sciences, and a J.D. from The University of Pennsylvania Law School in Philadelphia. She is licensed to practice law in New Jersey, Pennsylvania, and the District of Columbia, as well as before the U.S. Court of Appeals for the Third Circuit and the U.S. Supreme Court.

Jose Luis Romero Hidalgo is Senior Vice President, General Counsel International and Chief Compliance Officer. Mr. Romero is responsible for reviewing and assisting in bid and tender opportunities, reviewing and negotiating contracts, and litigation management. He is also responsible for assisting with labor issues and handling insurance and risk issues as well as compliance and corporate matters.

Prior to joining Hill, Mr. Romero was Secretary to the Board and Chief Legal Counsel for a Spanish real estate developer, where he managed all corporate legal issues and participated in the design and execution of the firm’s business strategy. Mr. Romero also served as Director of the Legal International Department to one of the largest international contractors in Spain. His experience includes projects developed in North and South America, Europe, Africa and Asia. He holds a bachelor’s in Law at Universidad Autónoma de Madrid and a master’s degree of Science in Management (Sloan Fellows) at the Massachusetts Institute of Technology (MIT).

Michael Sokorai is Senior Vice President, Global Information Technology (IT). Mr. Sokorai has more than 25 years of experience in the technology sector. He is responsible for leading Hill’s global IT operations, enhancing the company’s cybersecurity measures, and streamlining processes and technology to support business growth and productivity.

Prior to joining Hill, Mr. Sokorai was FOX Rehabilitation’s Vice President of Technology, responsible for leading major IT transformations. He also served as a Director at CohnReznick, where he influenced strategic IT solutions. His experience includes Vice President of IT at Hersha Hospitality Management; Acting CIO and IT Director at Pacific Architects & Engineers; and various positions at Mathematica, Infologix Inc., Datavision Inc., Oracle, and IBM.

Mr. Sokorai earned both an Executive Master of Business Administration and a Bachelor of Science in Computer Science from Saint Joseph’s University.
