Hill International to Support High-Efficiency Gas Cogeneration Projects in Bucharest

Electrocentrale Bucureşti S.A. (ELCEN) has selected Hill International to provide owner’s engineering services for two energy modernization projects in Romania’s capital. Hill will help ELCEN deliver new high-efficiency cogeneration units at the CTE Grozăvești and CTE Progresu combined heat and power (CHP) plants. The projects are funded through the European Commission’s Modernization Fund, which helps European Union member states deliver more efficient energy systems and reduce greenhouse gas emissions in line with the European Green Deal.

CTE Grozăvești opened in 1912 and is one of the oldest energy facilities in the country. Acting on behalf of ELCEN, Hill will oversee the development of a high-efficiency cogeneration unit at the plant. The new unit will have a capacity of 32.5 megawatts electrical (MWe) and 41 megawatts thermal (MWt). At the CTE Progresu facility in southern Bucharest, Hill will support the delivery of a new high-efficiency cogeneration unit with a capacity of approximately 72.4 MWe and 72.8 MWt.

The projects will modernize Bucharest’s heating and energy infrastructure, increasing efficiency and reliability for customers throughout the city. The projects also incorporate hydrogen-ready technologies that will allow ELCEN to blend natural gas with green hydrogen at the plants, helping reduce carbon emissions.
