With a career spanning more than 30 years, Hill International, Inc.’s new First Vice President, Arizona Operations Charles William (Bill) Moyers, PE, has worn several hats. From serving as a Resident Engineer for multiple North Carolina Department of Transportation (NCDOT) projects to managing the first design-build highway project in North Carolina to his recent work across the Southwestern U.S., Moyers has developed expertise in planning, business development and maximizing growth, construction management, contracting, and, of course, all aspects of project management.
Moyers explains he intends to use all of these skills and more in Hill’s Phoenix office. “This is an office with a long history of success and growth,” he says. “Hill’s work with the Arizona DOT, Sky Harbor, and Valley Metro is well-known and well-respected across the industry, and I plan to build on the accomplishments of our teams into the years ahead.”
As a leader, Moyers highlights three specific areas he will bring to Hill: driving a culture of performance; collaborating with partners, leaders, and all staff and team members; and maintaining Hill’s culture of integrity, loyalty, and respect. “I see high-performing teams in Arizona, and I want to make sure we’re making the most of the viewpoints and ideas of everyone involved. Diversity of thought leads to a stronger strategic vision, in my experience.”
Moyers’ career reflects these tenets. Most recently, Moyers oversaw a large Transportation Design Team in Arizona and Colorado, managing roadway design and traffic engineering teams. Highlights of his leadership included the major design project win in Colorado, securing a long-term on-call contract with the Arizona DOT, and establishing a strong organizational structure.
Moyers also worked for nearly 15 years with Volkert Inc., ultimately rising to the role of Senior Vice President. While leading the company’s operations and marketing efforts as SVP, Moyers helped grow Volkert’s transportation practice to more than 175 professionals while managing such major projects as the Western Wake Expressway for the North Carolina Tollway Authority: the largest highway construction project in the state’s history. He also led the company’s successful entry into the South Carolina and Texas markets.
Prior to joining Volkert, Moyers spent several years with Lane Construction, a national contractor specializing in highway projects. As project manager, Moyers led teams on multiple highway construction projects, including scheduling crews to complete phases of project work, strategic planning, and creating a culture of safety. He also oversaw personnel management, including hiring, coaching team of engineers and superintendents, and performance management. Projects Moyers helped deliver with Lane included the U.S. 74 Relocation project in Lumberton for NCDOT, the Interstate 77 Design-Build project in Charlotte, and the 85/I-485 Interchange project also in Charlotte for NCDOT.
At Hill, Moyers will be responsible for managing Hill’s Arizona operations, ensuring client satisfaction, and overseeing team performance. He will also serve as a primary point of corporate contact and evaluate team performance.

Moyers holds a Bachelor of Science, Civil Engineering, from North Carolina State University, Raleigh, and is a Certified Public Manager (CPM) Program, North Carolina Office of State Human Resources. He is also a registered Professional Engineer in Arizona, Colorado, North Carolina, and South Carolina.
