The City of Philadelphia DPP is undertaking a project to deliver the NCPSB, a community-focused, multi-functional public safety facility in North Philadelphia. The 29,800 SF, 2 story building will be located at 2100 Diamond Street within the Diamond Street Historic District on lots that have been empty for more than 20 years.
The NCPSB will serve as a new police station for the Philadelphia Police Department’s 22nd District, replacing the District’s existing facility at 17th Street and Montgomery Avenue. The police station will house a variety of law enforcement functions, such as a public desk and reception area, juvenile aid and community relation services, administrative offices, and a community room. The NCPSB will also include the 9,700 SF Police Athletic League of Philadelphia (PAL) Center. Operated by PAL, an organization that offers free educational, athletic, and other types of programming to Philadelphia’s youth, the PAL Center will be operationally and physically separate from the NCPSB’s police station and feature a climate-controlled, multi-purpose athletic court and after-school study and recreation rooms.
The project also encompasses site improvements, including separate civilian and police parking lots; public plazas with greenery, tables and benches, and a bioretention basin; a utility yard and outdoor police zone behind the NCPSB; and public art installations. Architecturally, the building will respond to existing structures throughout the Diamond Street Historic District, as well as other neighborhood buildings. For example, the NCPSB’s façade will feature ornamental brickwork found on many houses in the area.
By replacing the 22nd District’s aged police station with a larger, state-of-the-art facility, the project will help improve police response times to locations throughout multiple North Philadelphia neighborhoods, Fairmount Park, and Temple University. By integrating recreational space for neighborhood youth and outdoor community space, the new facility also aims to strengthen ties between the community and law enforcement staff, contribute to proactive community policing, and enhance the quality of life for North Philadelphia residents.
Hill is providing construction management services for the NCPSB project. During design, the Hill team will offer timely advice on site use, constructability, phasing, materials, building systems, and equipment, as well as budget and schedule plans. Prior to construction, we will implement project controls and administrative procedures to promote on-budget, on-schedule delivery. During construction, Hill will manage costs and the project schedule and coordinate inspection services to help ensure compliance with all DDP expectations, stakeholder needs, and regulatory requirements. We will also help the DPP identify and manage risks associated with vehicular and pedestrian traffic, site security and safety, and material delivery and storage in busy urban neighborhoods. As multiple prime contractors will build the NCPSB, Hill will provide site leadership and coordinate the contractors’ activities to reduce the risk of conflict and protect the City’s interests. In addition, our team will track information related to sustainability and LEED scoring to make certain the project meets the requirements for the target LEED Gold certification, coordinate with the Philadelphia Office of Arts, Culture, and the Creative Economy to support the installation of public art, monitor safety performance, provide document control and construction administration, manage commissioning, conduct punch list inspections, support occupancy activities, and coordinate the delivery and installation of furniture, fixtures, and equipment.
