Hill is providing Capital Program Support Services to the City and County of San Francisco Airport Commission for a 5-year, $11 billion Capital Improvement Program (CIP) and associated projects within the Design, and Construction Division (D&C) of San Francisco International Airport (SFO).

The CIP represents a significant investment in SFO’s assets through the implementation of 276 capital projects in the coming decade. Key drivers of the CIP include accommodating 7% annual growth in passenger traffic and a 10% increase in annual international flights, enhancing the passenger experience, and developing Net Zero Energy-capable buildings to support SFO’s long-term sustainability goal of achieving a Net Zero campus.

Hill is employing a comprehensive, collaborative approach for tracking and reporting critical project costs, and interpreting the overall CIP schedule, logistics, safety and budget to support efficient resource planning, funding, operations, and risk management. The Hill team works closely with SFO staff, Federal Aviation Association and Transportation Security Administration officials, third-party consultants, and design and construction teams to deliver the projects, providing flexible support and emphasizing the safety of passengers throughout the work.

CIP projects at SFO vary in complexity, size, and cost and require several different delivery methods, including design-bid-build, progressive design-build, lump-sum design-build, and CMGC. Major elements of the CIP comprise two new terminals, boarding areas, arrivals areas improvements, airport hotels, demolition, tower improvements, cargo space redevelopment, wayfinding enhancements, Airtrain extension, industrial waste and recycled water system, and security infrastructure.
