Hill is providing program management support services (PMSS) for the City of Phoenix Aviation Department’s Capital Improvement Program (CIP). The CIP encompasses projects at Phoenix Sky Harbor (PHX) International Airport, Phoenix Deer Valley Airport, and Phoenix Goodyear Airport. Hill acts as an owner’s representative for the Department for the design and construction of multiple, concurrent airport projects. Phoenix Sky Harbor, known as “America’s Friendliest Airport,” supports more than 44 million annual passengers and continues to grow, resulting in the need for additional gates, connectors, and passenger amenities.

Under its third consecutive contract since 2013, Hill has supported more than 200 projects within the $2 billion CIP. Our scope of work includes project management, project administration and coordination of the CIP, and project coordination of tenant improvement projects across the entire airport campus. In addition, we provide continuous contract administration, invoicing, and qualified vendor list (QVL) administration services in support of airport staff.

Notable projects Hill has helped deliver include:

  • PHX SkyTrain, a 5-mile long, fully electric automated people mover (APM). Phase 1 of the project connected Terminals 3 and 4 to airport parking and the Valley Metro Rail station to the east. Phase 2 connected the terminals with airport parking to the west and the consolidated Rental Car Center. Phase 2, delivered on budget at $745 million, was completed in 2022.
  • Sky Train bridge, a 30-meter-high bridge and the only mass transit bridge in the world that spans an active taxiway.
  • Terminal 3 Modernization Program, a $590 million program that enhances the customer experience for travelers by providing a more efficient way to navigate the terminal.
  • Terminal 4 South 1 Concourse, a $310 million project that included a 3-level, 8-gate concourse, and a new connector bridge. Opened in 2022, the concourse was the eighth and final concourse in Terminal 4.
  • Terminal 3 North Concourse 2, a new 140,000 SF, 6-gate concourse currently under design.

Planned projects under the CIP include a new concourse, pedestrian bridge, a taxiway requiring the relocation of cargo facilities, runway expansion, and landside improvements including roadway access and, potentially, a hotel.
