Hill provided project management oversight, estimating, and project representative services for the New York City Department of Design and Construction’s Division of Cultural Affairs (DCA), Capital Projects Unit, during the design and construction of the world’s first concert hall built specifically for jazz. The jazz complex was built within Columbus Center—a $1.6 billion, 2.5 million SF corporate, condominium, and hotel complex. 

The jazz complex, designed by Rafael Vinoly, includes a 1,100-seat concert theater that can be configured with or without a proscenium stage. It also includes a 600-seat performance atrium with a dance floor surrounded by tiers of tables where musicians will perform in front of a window overlooking Central Park from six stories up. The 140-seat jazz cafe has a park view. A marquee at Broadway and 60th Street lists the day’s performances on an electronic sign, and on the way to performances, visitors will pass through a multimedia Jazz Hall of Fame. 

Hill also provided pre-construction services that included review of drawings, specifications, change orders, scope of work, and cost estimating at each stage of design; review of the project monthly expenditure reports; review of disbursements from an $26 million grant provided by the City; and review of the financial plan and other financial information. Hill assisted the DCA during the construction phase with monitoring, inspection, approval of change orders, and disbursements.
